You'll only see this stage in the game if you manage to meet the conditions which will get you to face off against the super versions of the boss characters in the game, Ultimate Rugal or Super Akuma. As the story of the game goes, when Rugal and Akuma face off on the top of the dojo seen in the background of the stadium stage, the victor explodes with power, which levels Osaka, leaving you with the backdrop seen below. The only way to achieve the true ending of the game is to beat whomever you wind up fighting.
The only thing you might not notice is that every once in a while, the buildings in the near background shake a bit. Other than that, though, you'll probably be too focused on the final battle of the game to worry about admiring what's left of the city.
The music you get for this stage depends on the final boss you fight.
