You'll only see this stage if you meet the requirements to fight against one of the end bosses, Rugal or Akuma. As the story of the game goes, once you've claimed victory in the tournament, one of the two will deem you a worthy opponent, and fight you on the roof of the dojo seen in the background of the stadium stage. After defeating the boss, the other boss character will dispose of the one you fell, leaving you with the "fake" ending.
Well, it's raining, and there's lightning in the background. And you're on a roof. This makes for a rather boring stage. You should be concentrating on beating the boss, anyway.
